Clay Alspach is counsel for Chairman Fred Upton of the Energy and Commerce Committee, U.S. House of Representatives. In this position, he handles issues concerning the Federal Food, Drug, and Cosmetic Act, Public Health Service Act and Controlled Substances Act. Mr. Alspach previously worked for the Committee as a legislative clerk under Chairman Bliley. In addition to his Hill experience, Mr. Alspach clerked for the Honorable Ronald L. Buckwalter of the U.S. District Court for the Eastern District of Pennsylvania and worked in private law practice. Mr. Alspach received his BA from the University of Richmond and JD from the University of Texas.
